District begins Haley Elementary rebuild planning with $14.5M in modernization funds

District staff told trustees July 21 that Haley Elementary’s aging, oversized facilities score poorly in the district’s building conditions evaluation and that, over a 10‑year horizon, new construction is likely less costly than piecemeal remodels.

The board earmarked state school‑modernization funds to the Haley project; staff said the account currently holds about $14.5 million in principal and interest. Next steps include issuing a request for qualifications (RFQ) for an owner’s representative and working with Hmel Architects on a design and early cost estimates, with the goal of presenting an owner‑rep recommendation in September and design/cost estimates by October–November. Staff also outlined that a new two‑story facility is planned on current field property, which will require relocating fields and coordinating a master facilities plan.

Trustees discussed forming a facilities subcommittee (finance committee members plus community and field experts) to shepherd the project and to prioritize other plant/maintenance levy projects alongside Haley’s timeline.
