Residents press city for completion schedule after West Mountain stormwater work stalls

Ray Kelly told council that portions of the West Mountain stormwater project remain unfinished and that equipment had left job sites. He described driveways and yards still unrepaired and said residents had not seen the promised restoration since early June.

Council and staff responded that Leeward had resumed curb work and that paving and driveway restoration were planned to follow; a change order had extended the schedule and some work was expected to begin in late September for parts of the project. Kelly requested a written update; council asked staff to provide a clear explanation to residents about which contractor completed each phase and when final restoration would occur.

No enforcement action or funding change was made during the meeting; residents were told staff would return a written status report and follow up at caucus.
