Preliminary affordable housing concept on Noyac Road discussed; board to send comments to Planning

Counsel Timothy Ashman Colvin told the board the 3310 Noyac Road proposal envisions two buildings with four affordable apartments each — eight units total — and said the health department has approved one building. "We have approval to go ahead from the health department for one building," Colvin said, and added that one of the town credits needed for the second building conflicted with a two-year flow restriction to Noyac Bay.

Colvin said the applicant is exploring alternatives including potential transfer-of-development-rights and use of pine-lands credits to allow the second building. The board characterized the submission as preliminary and asked the applicant to present formal drawings and renderings at the upcoming site-plan public hearing; the board agreed to send its written comments to the Planning Board rather than vote on the proposal at the ARB meeting.

Board members emphasized that design details and documentation will be needed for ARB review once the planning process advances. The applicant said he will proceed to the public hearing and then return with materials for ARB consideration.
