Commission refers city charter modernization to November ballot in first reading

The commission approved first reading of ordinance 26-1315 to initiate a home-rule charter modernization and refer the proposed revisions to voters on the November 3 ballot. Staff said the city’s charter had not been substantially updated in decades and the referral would bring the charter into alignment with state statutory changes while preserving existing home-rule amendments.

Commissioners thanked the citizen advisory board for its work producing the draft report and said the measure will return for a second and final reading on August 4 before referral to voters. Staff emphasized this action only refers the proposal to a public referendum; any changes will be decided by voters at the ballot box.
