Resident asks council to clarify Flock camera settings, retention, and audits

Bill Williams asked the council to disclose what sharing settings are enabled for the city's Flock license-plate-reader system, how long matches and derived data are retained, whether the vendor retains logs that would enable audits, and what audits or reporting the city conducts after access. He specifically sought concrete technical and policy details rather than general statements.

"If Oroville deploys or has deployed Flock, what exact settings or sharing options are enabled? such as any national or cross agency lookup capability and who is responsible for approving them," Williams said, asking for a 10‑minute session at the next meeting with documentation. Police Chief Wines acknowledged both misinformation and legitimate concerns, said the department did not receive the call that led to a social-media post, and announced a public town hall on August 11 (5:30–7 p.m.) to answer questions about the program and how the city is using the system.
