Commissioners start process to amend county comprehensive plan to expand targeted nonresidential areas

Greg Panzer presented a request to begin the formal process to amend Harris County's comprehensive plan, including targeted updates to the future character area development map and character area vision statements.

Panzer said the county's current plan was adopted in 2024 and the next full update is scheduled for 2029. He told commissioners that recent state legislative proposals affecting homestead or property‑tax rules could reduce county revenues and that narrowly targeted plan updates could allow for nonresidential uses in appropriate locations to diversify the tax base. The amendment process will follow the Georgia Department of Community Affairs procedures including two public hearings; the board voted unanimously to begin the process and asked staff for schedule dates and next steps.
