Commission gives property owner 10 days to finish cleanup; warns county abatement if work incomplete

Planning and zoning staff briefed the board on ongoing public‑nuisance enforcement regarding a property owned by David Carr. Neighbor John Marley told commissioners the cleanup had been pending and recommended the county abate the site rather than continue rolling 60‑day extensions.

David Carr spoke at the hearing, saying he had worked intensively over the last month, filled two dumpsters and ordered a third. "I worked last Sunday up until 1:00 in the morning... I should be able to get most of the big... out of there," Carr said. The board discussed whether to send the matter to the state's attorney for civil action or to proceed administratively. After discussing several options, commissioners voted to allow Carr 10 more days to complete the cleanup; if the property remained in violation they directed staff to proceed with abatement and record a lien for abatement costs.

Staff will report back at the next meeting with a status update and, if abatement proceeds, with estimates for removal and a method for placing the lien. The action is intended to balance an opportunity for the owner to finish corrective work against neighbors’ complaints about extended delays.
