The Kensington Planning Board voted unanimously on July 15 to not take jurisdiction of an application to subdivide 01 Old Amesbury Rd (Map 03 Lot 09), effectively pausing the review process.
The application, filed by owner Antonio Pietrantonio, proposes to split a 22.9‑acre parcel into three buildable lots — one of 2.1 acres and two of about 10.1 acres — with no current intent to develop the two larger lots, the board was told when Chair Carly Fenton opened the public hearing. Town Planner Glenn Greenwood read a checklist of outstanding items the board said must be addressed before jurisdiction could be assumed.
Greenwood’s comments — entered into the record and read to the board and public — identified multiple requirements: "The front footage variance approved by the Zoning Board should be listed on the site plan," NHDES approval is required, Lots 2 and 3 need driveway permits from the Town, test pit and reserve area information must be shown to confirm buildability, public utility easements must be verified, the property’s Wetlands Conservation District overlay must be noted, lot square footage/acreage must be corrected, the variance request should not be considered until a revised plan is submitted, and boundary lines exceeding 400 feet need additional monuments in 200‑foot intervals.
After the Planner’s reading and a brief clarification exchange between the applicant and Glenn Greenwood about how to finalize the documents, Mary Smith moved "To not take jurisdiction of the application for a 3‑lot subdivision at 01 Old Amesbury Rd, Map 3, Lot 09." Marty Silvia seconded the motion; the vote was unanimous. The board recorded the time as 6:50 p.m. The decision means the 65‑day review clock described under Subdivision Regulation Section 3.3.I did not start.
Next steps recorded at the hearing: the applicant was asked to revise the site plan and return with corrected acreage, required test pit/reserve area data, documented driveway permits and NHDES approval, and verification of any public utility easements; the board will consider jurisdiction only after the packet is revised and resubmitted.
