Commissioners spent a significant portion of the meeting debating how existing zoning and recent approvals have produced cumulative truck traffic through residential neighborhoods.
"What does South Windsor want to be 10 years from now?" Committee member (S8) asked, urging alignment between the town's strategic plan and zoning. Several commissioners noted that if warehouses are permitted in a zone they are, in practice, allowed unless the zoning book is changed: "If it's allowed in the zone, it's allowed in the zone," Committee member (S5) said. Speakers recounted prior moratoria and how applications filed before zoning changes can be effectively grandfathered.
Members described repeated problems with trucks using Chapel Road, Long Hill, and other residential streets because of GPS routing and lack of alternative highway access. Suggestions included inviting Planning & Zoning to an EDC meeting to reconcile the strategic plan with the zoning code, establishing no-truck zones on narrow residential stretches, and revising setback or buffering rules for distribution centers located near homes.
No formal policy change or vote was taken at the meeting; the commission agreed to pursue outreach and further discussion.
