A staff member who reviewed transfer options told the commission that statutory avenues for transferring redevelopment commission property to a nonprofit or to the authority were problematic, saying “none of them were very good,” and recommended pausing any immediate transfer to the Westgate Authority until a clear, statutorily sound methodology is identified. Commissioners discussed three MDOT parcels north of the Bob Jackson farm and one parcel south in Martin County, noting the parcels’ restrictive covenants (limited to mowing, walking trails, and minimal amenities) and that Crane Naval Base-specified buffers shaped the restrictions. The commission voted to accept the properties to the redevelopment commission now and delay any conveyance to the authority until legal issues are resolved.
