Heyburn Council leans toward 7% utility rate increase in FY 2026–27 budget work session

Councilmembers reviewed preliminary fiscal year 2026–27 budget information during the July 8 special meeting. Staff presented three utility rate scenarios — 3%, 7%, and 10% — and described projected revenue impacts and estimated customer bill increases for each scenario. The council discussed balancing financial sustainability with affordability for residents and especially those on fixed incomes.

The majority of the discussion favored a 7% utility rate increase, and council members directed staff to continue refining the budget and to incorporate the 7% rate scenario into the proposed budget for future consideration. Council also discussed business license revenue, funding for tree trimming, and whether future electric rate studies should evaluate industrial and commercial rate structures. No final budget adoption occurred at the meeting.
