Prairie County panel reviews petition proposing turbine district and zoning rules

Prairie County participants met in a work session to review a draft petition that would create a land‑use district and rules for wind turbines and related transmission infrastructure. The group focused on fiscal implications, enforcement responsibilities, and which parcels (private, BLM, federal) would be affected.

Serena, a committee member, read sections of the petition aloud and highlighted administrative duties the petition would assign to a county planner, saying, "That's gonna be a full time job." Chair (Speaker 1) and others pressed for clarity on decommissioning costs and whether the county would have liability if it adopts the ordinance as written: "Does Prairie County have liability if the county accepts the zoning regulations as written?" (Speaker 4).

Discussion turned to tax abatements under Senate Bill 117, with participants describing how only a portion of any new tax increment would be usable by the county and how parts are allocated to an emergency fund and to tax relief. Participants also raised concern about the petition's balance of pro‑ and con‑arguments and urged members to submit original public‑comment language rather than photocopied, form letters.
