Petition would create contracted county planner role; group flags enforcement costs

The petition includes a provision to establish a Prairie County planner — a contracted entity charged with administering, interpreting and enforcing the proposed district rules. Serena read the passage aloud, listing duties such as accepting appeals, issuing notices and variances, investigating noncompliance, and reporting recommendations to the commissioners.

"That's gonna be a full time job," Serena said after reading the long list of administrative tasks. Participants noted that additional filing and enforcement would add work to the county clerk and questioned whether the county’s staffing and budget could absorb the new responsibilities. Speaker 1 observed that if the petition is adopted, a variance or zoning commission would likely be appointed to advise the commissioners, but final authority would rest with the board.

Several participants urged that the petition clarify who pays for administration and enforcement and that the draft explicitly address whether fees, impact assessments or staffing plans would be required to avoid imposing unbudgeted costs on county operations.
