Committee weighs financing timing and plans to hire Owner’s Representative before bids

Joe Bellavance discussed financing options for the HVAC work, including the availability of short-term borrowing, and the committee agreed that financing should be timed to avoid unnecessary interest costs while ensuring funds are available when construction is ready to proceed.

Jason Burgess recommended procuring an Owner's Representative/Project Manager after DAS approval and before construction bids are opened so the representative can assist with bid review, contractor recommendations, and overall project oversight. The committee also agreed to consult legal counsel to help with the procurement process and the preparation of a Request for Proposals (RFP).

Committee members emphasized retaining the Owner's Representative before bids are opened to provide technical oversight during contractor selection and to manage the project on the district’s behalf. Staff said they would begin preparatory work on procurement and consult counsel on draft RFP language and contract review.
