Staff lays out HRC role, procedures and legal limits in orientation

City staff liaison Jason Haskins opened an orientation for the Wylie Historic Review Commission, summarizing the commission’s purpose and the legal rules that govern its proceedings. "The historic review commission was created in 2013... and at the end of the day, HRC makes a recommendation for council, and it's ultimately up to council to actually approve those," Haskins said, describing the advisory role the commission plays to City Council.

Haskins walked commissioners through meeting mechanics — chair introductions, staff reports, applicant remarks and a three-minute public comment period — and explained when public hearings and executive sessions are required under state law. He reminded commissioners to use a board-specific email to avoid personal accounts becoming public records and warned that missing three meetings in a row could lead staff to request removal: "If you do miss 3 meetings in a row I have the right to ask counsel to remove people."
