Council tables Doug Street demolition ordinance for 90 days as heirs arrange work

Council opened a public hearing on an ordinance to demolish a structure identified as a minimum-housing case at Doug Street (tax map 9, parcel 3). Staff reported multiple notices beginning March 2022, described exterior and structural deterioration (fallen gutters, missing porch boards and roof/foundation issues), and said title work shows the parcel is an heirs' property with multiple claimants. "This is certainly one of those cases where we are concerned about public health and safety," staff said while summarizing field inspections and prior contacts.

Antonet Varina, who identified herself as the power of attorney and health-care proxy for Jerry Love Sr., told council she traveled from New York to assist the family and asked council to table action for three months so Jerry Love Sr. can obtain contractor quotes and arrange a controlled demolition. Varina said Jerry Love Jr. filed a demolition permit application and planned to pay the fee; staff noted the application fee had not been paid at the time of the staff check. Council moved to table the ordinance for 90 days (to the October 13 meeting) and asked the family to coordinate monthly updates with planning staff so staff can report status to the council consent agenda if progress is made.
