Council approves Reams Avenue partial lane and sidewalk closure with school‑time restrictions

Staff presented a request from a building contractor to close the sidewalk and the adjacent lane on the 20 block of Reams Avenue to permit façade and window work as part of a Roxboro building construction project. The requested closure was for Aug. 3–31; staff said the contractor hopes to complete most work before the RCS and county school start dates. Council discussed traffic flow, flagging, and event conflicts; staff confirmed signs and traffic control as required by city ordinance.

Council approved the partial lane closure with conditions recommended during discussion: the contractor agreed not to begin work before 8:30 a.m. on school days and to pause active work between 2:30 and 3:30 p.m. on days when school is letting out. Council asked staff to notify school transportation and to allow earlier completion if the contractor finishes sooner.
