Council approves standing law‑enforcement mutual‑aid resolution, 3–1

Captain Dixon presented a standing law-enforcement mutual-aid memorandum of understanding and joint‑response resolution designed to expedite the use of special‑response teams and crisis negotiators between Roxboro PD and the Person County Sheriff's Office. Captain Dixon said the agreement was vetted by the city attorney, county attorney and the sheriff and is intended to reduce repetitive paperwork and speed responses for joint operations.

Council members asked about jurisdictional authority, which agencies may be added, training standards and whether training recordings would be available. Captain Dixon said the agreement applies specifically to special-response and negotiation functions and that disciplinary authority remains with the home agency for its officers. After discussion, council approved the resolution by roll call: Mr. Chandler (yes), Mr. Brian (yes), Mr. Phillips (yes) and the mayor (no), yielding a 3–1 adoption.
