ATAC recommends TIP amendments adding FTA 5307 transit funds and I‑10 pavement rehab to governing board

The Messia Valley Metropolitan Planning Organization Active Transportation Advisory Committee voted to recommend approval to the MPO governing board of two amendments to the Transportation Improvement Program.

Dominic Lawyer, an MPO presenter, described the first amendment as a suballocation of FTA 5307 (STIC) funds to the South Central Regional Transit District: "the FTA 5307 STIC funds in the amount of 43,631 with a local match of $43,631 for a total of $87,262," he said, and added that "this project will have no effect on current performance measures." The committee asked staff for clarification on acronyms and funding sources during discussion.

Lawyer then presented a second amendment: NDOT project MV00000010, a major pavement rehabilitation of I‑10 from milepost 146 to milepost 164.26. He said the project would include milling and inlay of driving lanes and shoulders and upgrades to roadside barriers, funded with the National Highway Performance Program (NHPP) and a state road‑fund match. Staff listed the NHPP portion at roughly $38,480,000 with a road‑fund match of $6,552,000 — a total near $45 million.

After brief discussion and requests for clarification, the committee voted to recommend both amendments to the governing board. The Chair called for the vote; members responded in the affirmative and the motion "moves forward." The items will be transmitted to the MPO governing board for final action.

The committee also asked staff to continue to clearly label program acronyms and funding sources in future presentations so members and the public can follow fiscal impacts and eligibility.
