The Conservation Commission continued a request for a full Certificate of Compliance for Woodward Village (DF#1251064), an 18-unit development, after a peer reviewer and staff identified several deviations from the approved order of conditions.
Dan Carr, representing the applicant, said the homeowners association is the responsible party for stormwater operation and maintenance. Peer reviewer John Rockwood noted multiple as-built deviations, including crushed stone and erosion-control material within the culvert, missing wetland flags, and slope areas covered with stump grindings rather than the specified vegetative stabilization. Rockwood said the items he documented were "simply things that the commission has to either accept or not accept and require them to be dealt with as per the approved plan in the order." The applicant acknowledged field changes and agreed to return with a targeted planting and slope-stabilization plan and to remove temporary erosion controls from the box culvert as the commission directs.
Commissioners discussed using pheno-markers where original boundary stones were exhausted and suggested augmenting some steeper slopes with native shrubs and hand-planted seed patches to accelerate vegetation. Staff and the applicant agreed to prepare a succinct corrective-work list and a planting plan for review; the commission voted to continue the item to allow submission and review of those materials. The commission indicated it expects a completion report and may require one year of follow-up monitoring of plantings depending on the final plan.
