Neighbors ask council to clarify whether Canon Ridge easement can host golf-cart connector

Stephanie Woodbury and several neighbors asked the council whether the five-foot pedestrian easement between Canon Ridge and Arcadia could be used by golf carts to help families and residents with mobility challenges connect to schools and parks. "Just consider whether this easement can become an official golf cart connection," Woodbury said, requesting a clear written determination and conditions if allowed.

City staff explained the easement is a private five-foot pedestrian easement over a homeowner's driveway and cannot be repurposed unilaterally by the city; a homeowner would need to grant a different easement or an agreement would have to be negotiated. Staff suggested options: homeowner-granted permission, a temporary permit if the homeowner consents, or a formal easement change; the city will provide the deed information and follow up with the residents to explore options.

Councilors encouraged staff and residents to work together and seek a written determination so neighbors understand the rules moving forward. The council did not make a binding change at the meeting.
