Staff suggested options: homeowner-granted permission, a temporary permit if the homeowner consents, or a formal easement change; the city will provide the deed information and follow up with the residents to explore options.
Councilors encouraged staff and residents to work together and seek a written determination so neighbors understand the rules moving forward. The council did not make a binding change at the meeting.
