North Penn outlines instructional reforms and new operational metrics

During the forum the district described steps intended to raise instructional quality and measure operational effectiveness. Presenters said the district has rolled out an instructional model, added instructional coaches, instituted common unit-based assessments and completed roughly 10,000 short classroom visits last year to monitor alignment and rigor. "We put interventions in place for our students that are having difficulty and we also started to work on stretch learning," the presenter said when summarizing instructional priorities.

On operations, the district said it uses the Baldrige continuous-improvement framework and is developing a performance cost index — a metric the presenter described as "the cost of every percent of proficiency" — to help allocate resources more efficiently. Officials also noted work on utility usage, indoor air quality, work-order turnaround and a forthcoming 'critical measure' that will aggregate payroll, utilities and work-order data for year-to-year comparison.
