Historical Commission presents demolition-review bylaw for fall town meeting

Ben Herder and Chrissy, co-chairs of the Historical Commission, presented a proposed demolition-review bylaw the Historical Commission plans to bring to fall town meeting. The draft reduces the proposed demolition delay from 18 months to 12 months, replaces a rolling 50-year test with a fixed "pre-1970" age threshold to capture the town's midcentury growth, and adds a predetermination option valid for five years.

Ben opened by asking, "What kind of community does Carlisle want to be in 50 years or 75 years or 100 years?" and framed the bylaw as a planning tool that balances cultural stewardship and ecological benefits such as preserving embodied carbon and diverting material from landfills. Chrissy noted the bylaw includes a clear checklist and criteria matrix and emphasized ongoing outreach: open houses, office hours, and meetings with town planning staff and the building commissioner. Commissioners asked clarifying questions about thresholds, how partial demolitions would be handled, and links to an online historical-significance checklist the commission had posted; staff will circulate the bylaw materials and compiled feedback from town counsel and other boards for further review.
