Perez described steps to make complaint and discipline processes more transparent and to implement a Guardian records/review system; he also noted near‑term technology priorities such as stabilizing dispatch/911 infrastructure and restoring in‑car computers and bodycam integrations. Council members pressed for timelines, clarity on policy changes and regular reporting; the council voted to receive the plan and provide direction to implement quarterly reporting back to council.
