Vice Mayor Lopez raised repeated complaints about the condition of the Bank of America parking structure and surrounding commercial area, including litter, vandalism and use of corners for encampments and human waste. Commander Woodward reported that outreach partners (North Valley Caring Services) recently engaged the individual who had been occupying the structure and that the person has moved on; police will continue targeted patrols and outreach.
Public Works said contractors will perform pressure washing of exterior walls and stairways, and staff described possible CIP‑level improvements (lighting upgrades, signage, painting) to deter repeat problems. Councilmember Solorio moved — and the council approved — a request that Public Works return with a maintenance/cleaning schedule for downtown parking and pedestrian areas within two meetings so council can monitor follow‑up.
