Veterans officer mandate and health needs squeeze county general levy

Reed told the committee that part of the reason projected county general revenue available in 2027 is lower is due to reallocations within levy blocks: the county must fund a full‑time veterans service officer based on a state requirement, which increases the veterans levy by roughly $50,000.

He also warned that the health department’s fund balance has fallen to about $110,000 from an earlier goal around $500,000; as a result, the county will likely need to divert some of the property‑tax levy to the health department to maintain required services if grant dollars remain limited. Reed urged the committee to monitor these restricted levies as they reduce the portion of property‑tax growth that can be used for county general operations.
