Reed said the county’s capital fund balance is approximately $6.5 million and noted that without replenishment the fund will be depleted by continuing projects and building maintenance needs. “We’re currently at a fund balance of 6.5 million with some larger projects that are continuing to be spent down throughout the rest of this year,” he said.

Committee members discussed a proposed new highway facility and repeated warnings about deferred maintenance (roofs and windows) in 130‑year-old county buildings; Reed argued long‑term replacement can be cheaper than repeated repairs. He also reviewed a court case‑management software replacement: about $673,000 has been spent to date and the full project cost is likely closer to $1.5–1.6 million because vendor support for the old system is limited. The committee asked for clearer analyses of expected efficiencies and project payback before final approvals.
