Council debates two-hour parking on Terry/Cherry Street; resident urges reconsideration

Council considered Ordinance 2026-15, a second-reading ordinance that would establish two-hour parking for a section of Terry (Cherry) Street during specified daytime hours.

Council scheduled the safety committee to review enforcement mechanics and timing at a meeting on Wednesday, July 22 at 6 p.m. Members raised questions about who would monitor cameras (if used), how officers' bandwidth could be affected, and whether adding time-limited parking in one spot could shift problems elsewhere.

During the public-comment period, Charlina Hoswell identified herself and spoke directly about impacts to neighbors. "Hello. My name is Charlina Hoswell. I live on street and my property lines against Cherry Street. I've lived there 22 years and we've never had any problems with parking," she said, adding that she had taken photos over several days showing available parking and wondering why the ordinance was being proposed now. Hoswell said the changes could create burdens for residents who rely on close-by parking and asked council to consider whether the issue could be handled through the scheduled safety-committee review instead of an immediate ordinance change.

Council asked staff (Bert) to measure how many parking spaces would be affected before the committee meeting and encouraged residents to send photos and questions if they cannot attend the safety-committee session.
