Applicant says TOPA deal guarantees 100% affordability and tenant return; relocation coordinator to assist residents

Nadine Vanderle, representing Lincoln West Morland Housing, told the commission the project's TOPA assignment includes "100% permanent affordability" and a guarantee that existing tenants will be able to return to the redeveloped property. She said the applicant has provided a relocation and anti‑displacement strategy in exhibit 13 and has held regular communications with the 71 households currently on the site.

Vice Chair Miller and other commissioners pressed for practical relocation details. The applicant said it will contract a full‑time relocation coordinator, work individually with each household to find nearby comparable housing that considers school and work needs, and intends to honor one‑to‑one return rights when the new building is delivered. Construction timing was described as contingent on funding, with an estimated start in 2027 and an 18–24 month build period.
