Rivertown solar project moved off parking lot to TDYCC roof; federal incentives shrink increases town net cost

Town staff summarized an amendment to the Rivertown solar contract (CD3) that relocates planned solar panels from a parking lot to the TDYCC roof because of bedrock conflicts at the original site. “The solar panels are no longer destined for the parking lot… so that's the reason for this updated contract,” a staff member said, noting the overall project cost decreased by about $60,000 but that reduced federal incentives mean the town will pay more net than previously expected.

Staff estimated the project still falls within acceptable payback tolerances — roughly seven to eight years — and projected about $70,000 in annual electricity savings to the town. Members asked staff to ensure contract language and the packet are consistent with the resolution and that any conditions or site names are clearly spelled out in both the resolution and the public agenda.
