The town’s representative explained that Arcadis performed phases one and two, which gives the firm system knowledge and likely produced a more complete bid compared with some lower bidders that omitted scope items.

Board members asked whether earlier phases had construction issues and whether lower bidders were materially different; staff said the only complaint they were aware of from prior phases related to a finish item and that construction quality concerns had more to do with contractors executing work than the engineer of record.
