Personnel committee moves into closed session to discuss employee compensation plan and administrator review

At the July 14, 2026 meeting the Village of Jackson Personnel Committee voted to enter closed session to discuss employment-related matters, citing Wisconsin Stat. A7 19.85(1)(c). The presiding officer read the motion aloud: "I will make a motion to go into close session pursuant to Wisconsin statutes 19.85(1)(c) concerning employment promotion compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The closed session is for the purpose of the 2026 Village of Jackson employee compensation plan and the 2026 village administrator performance review to include the personnel committee and the village administrator."

The motion was seconded and a roll-call vote was requested and taken; the committee then entered closed session. The transcript later records the motion as "Motion by Heckandorf, second by Emer," followed by a roll-call-style response and the chair stating the committee was in closed session. The closed-session motion invoked state law that permits discussion of individual public-employee evaluations and compensation outside the public meeting.
