Plan Commission reviews performance standards for noise and odors, including 15-minute odor threshold

The Plan Commission reviewed Article 15, which establishes performance standards for odors, air emissions, glare, heat, wastewater, vibration and noise. Consultant Tim Schweki emphasized the noise standard is based on sustained, measurable levels rather than one-off spikes and said the provision gives staff an evidentiary basis for enforcement using decibel meters.

On odors, Tim explained the draft would deem an odor a violation if it is observable at the property boundary for more than 15 minutes within a 24-hour period, subject to jurisdiction over the emitting property. "Standing at the property boundary line if it can be observably smelled for that duration over that period of time then yes," he said. Commissioners raised examples — manufacturing exhausts, restaurant grills and nearby farms — and were told enforcement will be complaint-driven and limited to properties within Village jurisdiction.
