Plan Commission weighs lighting curfew and fixture standards to limit light trespass

The commission reviewed proposed outdoor lighting standards that set maximum pole heights near residential property, foot-candle limits at property lines, recommended color temperatures for different uses, and a proposed curfew requiring commercial and institutional lighting levels to be reduced by 50% after closing when the property is not in use.

Commissioners raised security concerns and asked staff to consult with the police chief about operational impacts of a curfew on businesses and patrols. Tim Schweki said the draft allows exemptions (multifamily properties may keep lighting 24/7; holiday lighting is exempt) and that energy-code features often provide automatic dimming options. "We will check police chief on the curfew," he said. Staff agreed to return with options and improved metrics for lumens and curfew timing.
