Commission updates special-event rules and adds film production permitting; permit fee raised to $50

On second reading the commission adopted Ordinance 1838 revising rules for special events, block parties and parades and Ordinance 1839 establishing film production guidelines and permits on public property, including penalties (up to $500 per day) for failing to obtain a permit. Staff said the changes give the city manager/authority the ability to make administrative adjustments and explicitly add film to the permitting framework.

Separately, the commission approved increasing the special-event permit fee to $50 (motion made and seconded). Staff explained the $50 fee is still below the full administrative cost of permit processing but brings Pampa more in line with other Panhandle cities. The ordinances and fee change were adopted by voice vote during the meeting.
