Commission declines to recommend Jasmine Santiago for full seat, opts to send courtesy letter

Rather than forward a recommendation for a full seat, the commission voted to send Santiago a courteous letter explaining current vacancies and encouraging her to reapply for an alternate position when available. The chair asked staff to mail the letter with a stamped date to make the record clear.
