Council authorizes Pleasant Hill to join I‑680 ramp‑metering MOU; activation planned for 2029

The Pleasant Hill City Council voted to authorize the city manager to execute a memorandum of understanding with Caltrans and the Contra Costa Transportation Authority to participate in I‑680 corridor ramp metering.

Ann James, the city’s public works director, summarized the purpose as managing recurrent and non-recurrent congestion and protecting local streets. Caltrans/CCTA representatives on Zoom described a phased implementation: “the timeline for actually implementation or activation of the ramp meters is going to be 2029,” said Stephanie Hugh, a Caltrans/CALTED representative, while indicating some construction activity in Pleasant Hill could begin in March–April 2027. Council members pressed for sequencing and public education; staff said informational collateral and outreach would roll out in 2027–2028 prior to activation. The council approved the resolution in a roll-call vote.
