Board passes several operations and HR items; multiple votes deferred or failed due to conflicts or attendance

Board leadership said they will convert the scheduled July 27 retreat into an action meeting so outstanding agenda items can return for votes with fuller participation. "I just want to make sure... we have to have six yeses," a board member said while explaining vote thresholds and plan to revisit failed items at the next meeting.
