Assistant Planner Michelle Drehobel presented the Calvary Chapel application (CUP25-0014), describing a proposed 2,298-square-foot Sunday school classroom addition to an existing legal nonconforming church on a 3.18-acre parcel in Diamond Springs. "My name is Michelle Drehobel, assistant planner for El Dorado County," she said, and told commissioners staff had determined the project is "categorically exempt pursuant to ... CEQA guidelines" and recommended approval with two added conditions for exterior design and landscaping.
Commissioners asked clarifying questions about the relocation and screening of a propane tank and the location of an 80-foot PG&E easement shown on the grading plan; staff agreed screening could be added as a condition. A commissioner moved to approve the CUP as presented by staff with the additional screening condition; the motion was seconded and carried by a unanimous 5-0 vote. The commission's action approved the CUP subject to the conditions of approval and the two additional conditions described in the staff presentation.
