Thompson described Poor’s path to the promotion, saying Poor “bet on himself” by accepting a sergeant promotion, returning to street duty and proving he was ready for higher responsibility. The chief asked for the council’s consent to name Poor to the post; the mayor offered congratulations and the chamber applauded. Poor’s family — his wife Sarah and daughters Charlie and Ava — were in the meeting room for the recognition.
