Council tables Black Lane solar-farm rezoning after resident concerns about flooding, RF and annexation

Jacksonville aldermen voted to table a first-reading rezoning request for a proposed community solar farm on Black Lane after extended discussion and public comment. Residents raised environmental and infrastructure concerns during public comment and council questioning: Ben Cox urged the council to require a runoff/environmental study, an RF engineering study to protect two nearby radio stations, and a traffic study to address school-time bus stops; Joseph Newingham reminded the council the Plan Commission had rejected a rezoning for a 58.3-acre project on Blacks Lane in 2024 and said the developer returned in 2026.

Council members also queried whether annexation of the parcel would make the city responsible for sections of Black Lane and discussed the need for a clear plan for how a proposed $100,000 community contribution would be distributed. Alderman Thomas moved to table the matter and the motion carried on roll call so staff can seek further studies, clarify annexation authority and return with additional information. The mayor and planning staff noted standard requirements (wetland screening, flood-zone mapping, stormwater control plans) but several councilmembers said they wanted independent or clearer documentation before proceeding.
