Public testimony and staff note transportation needs and indeterminate climate assessment for Viva White Oak

Staff told the committee that a public hearing held earlier in July drew testimony largely in support of the Viva White Oak Development District and the use of tax increment financing but included comments urging that transportation infrastructure needs be developed alongside the broader project. "Testimony was largely in support discussing the function of the TIF… There was some testimony… commenting about the transportation infrastructure needs and just a request that those be developed along with the broader development," staff member Gorzalek said.

Gorzalek also reported that a climate assessment was delivered recently but described its findings as indeterminate because much of the broader development is not yet finalized. He said the assessment did not provide concrete conclusions at this stage and that further study or follow-up would be expected as project details firm up. The committee did not resolve transportation or climate mitigation requirements in this meeting; those issues were discussed as part of the broader record during the packet review.
