The Danville-Boyle County Planning & Zoning Commission on a unanimous voice vote approved Danville Host LLC s site development plan for Center Estate Carriage Homes phase 1, a 3.989-acre development proposing 30 condominium units and private shared circulation.
Hannah (staff member) introduced the plan and consultant Kendall Wise of Vantage Engineering said the units "will be sold individually" and that a condominium master declaration and plat would be recorded prior to certificates of occupancy. Attorney Zach Cato, representing the applicant, told commissioners, "We agree with the staff report, the analysis," and said the design reduces overall traffic intensity compared with earlier commercial approvals.
The central engineering question was whether the private street must have curb and gutter on both sides. Commissioners sought a written acknowledgement from the city engineer that an uphill curb-and-gutter requirement could be waived for this specific project. Commissioner Ruby moved to accept the development as a condominium with the condition that the city engineer sign a written waiver for the uphill curb-and-gutter requirement for this development only; the motion was seconded and carried. The commission also noted the neighborhood association will maintain the private drive and common areas under the condominium declaration.
The applicant will record a condominium master declaration and condominium plat in Boyle County before issuing dwellings' certificates of occupancy, and the planning staff said technical review comments (including parking and dumpster accommodations) will continue to apply.
Next steps: applicant to secure the city engineer's written signoff referenced in the motion and return any required administrative documentation for recording and building permits.
