Commission previews draft land-use goals, says document will guide 20 years of growth

Nicole Stickney of AHBL opened the land‑use portion of the "Future in Focus" comprehensive-plan update, calling the land-use element a foundational chapter. "It is the foundation to the comprehensive plan," Stickney said, and she emphasized the element will guide where the city focuses growth, zoning changes and long‑range infrastructure decisions over the next 20 years.

Stickney reviewed major themes including growth management and compatibility, sustainability and open‑space preservation, housing variety and middle housing, economic development, and targeted policies for unique Richland topics (Yakima River floodplain, airport overlays, and shrub‑steppe protection). Staff said the draft will be packaged with the transportation element and presented at public hearing likely in October to allow required agency review.
