Staff previews transportation element, highlights new non‑motorized level‑of‑service and project list

Staff summarized the transportation element and its companion Transportation System Plan, saying the document adopts a new state requirement to use a non‑motorized level-of-service (LOS) approach. "The non motorized level of service approach... it's a new requirement by the state," staff said, describing the approach as a way to measure bicycling and pedestrian stress and prioritize non‑vehicular modes.

The element includes a short‑term and long‑term project list derived from model forecasts, probable cost estimates and funding-source analysis (including gas tax and developer contributions). Staff said the transportation work aims to position the city for state and federal grants and that the project list and funding assumptions will be refined as the comp-plan process proceeds.
