Staff reports: shoreline approval, parks plan adoption, innovation-center planning; commissioner resigns

Staff provided several operational updates: they said the city's shoreline management plan finally received state approval after sitting at the State Department of Ecology for an extended period, and the council approved the Parks, Recreation and Open Space (PROS) plan, which opens grant opportunities. Economic development staff are grading proposals and expect to award a planning contract for the Richland Innovation Center within a month.

Staff also said work continues around lands near Atlas Agro and potential shrubstep mitigation banking with Benton County and Fish & Wildlife. Finally, staff announced that Commissioner Shane Leonard submitted his resignation because he is moving from the area; the commission will recruit applicants to fill the vacancy.
