Commission members who inspected the site said grading and riprap work generally met expectations but several noted that vegetative cover on slopes was not yet at the commission’s 70% standard (estimates ranged from about 40–50%).
Marsh said biodegradable matting is in place and is successfully stabilizing slopes while grass establishes. Commissioners debated whether to delay issuance until vegetation reached the standard or to issue the certificate given the erosion controls and the imminent closing of the house sale. One commissioner said, "I personally wouldn't approve it as is," citing the vegetative shortfall; others said the work otherwise appeared satisfactory and were confident plant growth would follow.
After discussion the commission voted to issue the Certificate of Compliance as presented.
