Meagan Buchda, City of Juneau clerk/treasurer, presented the Tax Increment District (TID) #4 annual report at the Joint Review Board meeting July 23 and said the fund ended 2025 in a positive position after the district completed long-term debt and cleared the City's advance.
Buchda reported the district realized $328,056 in tax increment in 2025, up $53,911 from the $274,145 recognized in 2024. She said the 2025 Real Estate Valuation Summary showed $3,322,300 in improvement value; the district’s current TID value rose from a 2018 base of $17,270,800 to $26,230,300, producing the reported increment.
Buchda also described recent private investment in the district: a company identified as Whisker purchased two parcels (2.438 acres and 2.283 acres), expanded its parking area and has plans that could include warehouse development. She said the city is working with MSA Professional Services on options, and staff are awaiting a developers agreement from a potential developer on the north end of the city before deciding whether to pursue a new district or to expand TID #4 to include adjacent parcels suitable for single-family and duplex housing.
According to Buchda, the tax-increment financing rate for the district is approaching its statutory capacity: the current TIF percentage is roughly 9.4 percent of a 12 percent threshold. Buchda reported these figures without questions or challenges from board members during the meeting.
Next steps: city staff and consultants will await developer agreements and final plans before bringing a formal proposal on boundary changes or a new TID back to the board for consideration.
