Commission debates mural and sculpture rules, signage treatment and review process

City staff presented revisions to the murals and sculptures code, including new language that treats murals with printed messages or logos as signage and expands the scope of review for murals on major thoroughfares.

“We expanded section 3 that repealed all of the current mural code … So just to clarify, if there's a mural that includes messaging or logos, that's treated as a sign,” a staff member explained. Commissioners discussed thresholds for requiring review by the Planning & Zoning or Historic Preservation boards for murals visible from major thoroughfares, while noting many commercial buildings have other elevations (rear or side) where murals could be reviewed administratively.

Commissioners expressed concern about overreach and the risk of subjective denials. One commissioner asked whether the ordinance would allow for appeal to the commission if an advisory board denies an application; staff confirmed an appeal path exists. Discussion also covered required qualifications for artists and how to balance protection against poor execution with not unduly restricting community art.

The ordinance language will be finalized for the upcoming public hearing; staff said the public hearing process on Monday will allow commissioners to remove or revise parts of the proposal based on feedback.
