Board tables naming of Kirkwood Drive after property owner challenges ROW location

Henderson County commissioners tabled a request July 15 to name an unnamed right of way off Banner Farm Road "Kirkwood Dr" after a nearby property owner said the proposed ROW appears to cross his parcel and that he has not found documentation that the easement exists.

Property owner Brad Elledge told the board he has been unable to locate records establishing the ROW and asked the board not to proceed while the property ownership and easement questions remain unresolved. Planning staff told the board that addressing the underlying existence and location of the right of way is a matter for the Town of Mills River and land‑records research; the purpose of the meeting item was limited to E‑911 addressing.

Commissioner Rebecca McCall moved to table the naming until the ROW discrepancies are resolved; the motion passed unanimously. The board noted the applicant (Moore and Sons) and the owner of adjacent properties need to work with the Town of Mills River or provide documentation showing a valid easement before the county will adopt the new road name for emergency‑addressing purposes.
